30. The following information was obtained from individual interviews with the team leads at the Snowbird meeting.

31. Much of the detail for this segment was derived from interview data. The names and citations have been withheld in order to preserve anonymity unless direct quotations are used.

33. The cause for the confusion is amorphous. Verbiage in the CEC RFP does specifically indicate that funding was to be allocated for five years. However, it is not clear in the sentences whether the clock started at the outset of KNIT, KFHET or the CEC. The RFP clearly commits to $70,000 for each institution, but it does not specify the length of the grant. Still, the institutional requirements segment of the RFP indicates that the institutions must commit to at least "two meetings per year." The implication being that there was to be more than one year of support. The most telltale sign that there was confusion is that almost all institutions had submitted budgets for multiple years of funding embedding the WKKF contribution into the proposal.
