This isn't good, since the CIA definition of "Al Qaeda operatives" is "whoever we capture or kill." In other words, the CIA is now authorized to kill you, since if they kill you then you were al Qaeda scum. Think of all the money saved on extraditions, lawyers, and due process in general. And this applies to any person in the world. Sounds like an act of terror to me.
