has anyone heard of this, And do ythey recomend it. I been reading
Harn Player and it seems to lead towards roleplaying and avoiding combat.

Harn is an incredibly-detailed world. I recommend it as an excellent example of what a well-designed world is like. Even if you don't want to set your campaign there because you already have your own game-world (as I do) or some other reason, it's an excellent inspiration and idea-generator.
