In 1966, 1982 and 1992, two 'incumbents' actually ran in several
congressional districts. In these years, this was the result of
redistricting, and the congressional election decided which
'incumbent' would remain as the 'new' district's representative.
NOTE: 978-979 have not been altered as a result of corrections to
1978 data for type of House race (see notes VCF0902).
1996 and 1998: For districts with 2 major party candidates, the order
in which the Democratic and Republican House candidate names were read
within the question text was randomized.
