        VCF0015A and VCF0015B codes other than 0 indicate cases where the     
        interview is shortened or lacking specific questions due to           
        administrative problems or considerations (e.g. accomodation for mail 
        or telephone mode). This flagging does not include Presidential year  
        non-reinterview cases (no-post-IW cases are indicated in VCF0013) nor 
        'Form' design assignments (see VCF0012, VCF0012A and VCF0012B).       
                                                                              
        1992 NOTE:  In addition to the 'long-form' or full questionnaires     
        designed for personal interviewing, short-form questionnaires for     
        telephone administration were prepared in both the pre and post waves 
        for panel cases of respondents who had since 1990 moved out of range  
        possible for personal interviews.  Please see the full 1992 NES       
        documentation for a complete description of study administration.     
        See also VCF0017 and note that, contrary to the intentions of the     
        study design, use of the short-form questionnaire was not limited to  
        telephone mode, nor was long-form use confined to personal mode       
        interviewing.  [Note also that in several cases the shorter interview 
        was administered to 'cross-section' respondents-- 4 cases pre, 4 cases

        1996 NOTE:  CAPI interviewing (Computer Assisted Personal             
        Interviewing) was introduced in 1996, and the Post 'VQ file' or CAPI  
        application was revised several times while in the field.  Some cases 
        in the Post were mistakenly administered using a pre-production       
        (training) VQ file which lacked several questions intended for the    
        Post instrument.  All interviews administered with other versions of  
        the VQ file included those questions. This variable identifies
