1985-86: Government of Israel: Ministry of Education. 1983-85: The World Bank: reviewed effectiveness of the Bank's education and training programs in Sub-Saharan African countries over a 22-year period. Part I of the report was published in 1983; Part II, in 1985. 1981-82: International Cultural Foundation on the Unity of the Sciences (ICUS): a series of lectures given throughout Japan and Korea on international development. 1981: In cooperation with the University of Michigan's School of Public Health, conducted a seminar series with Egyptian policy makers and educators in Assuit, Alexandria, and Cairo on human resources development. 1981: Consultant to UNESCO as one of 30 invited specialists in formulating Volume VII (Culture and Education) in the "General African History" series; contributed a chapter to the volume with Ali Niazrui (see Publications, 1985). 1971-72: Government of Ethiopia, Ministry of Education and Culture: education sector review study (see Publications, 1972). 1969-70: United Nations Economic Conunission for Africa (LJNECA) consulted on development and utilization of high-level manpower in African countries; travelled extensively in East, West, and North African countries, visiting colleges and universities and holding discussions with professors and administrators.
