Budgeting and Fiscal Management

Course Description

A detailed examination of the basic components of budgeting and fiscal management as applied in public organizations. Topics covered include elements of the planning-control continuum, revenue and expenditure analyses in the public sector, cash management and investment strategies, fiscal analysis and planning techniques, the budget as a mechanism for planning and control, government responsibility for capital facilities planning, techniques of financial and managerial/cost accounting, development of fiscal management information and performance evaluation systems. The major tasks of fiscal planning and management will be simulated through a series of case studies and scenarios.
