DOLFINS POOL OPENER A SPLASHING HIT
	Once again Dolfins pool got off to a terrific start.  Come join in

MEMORANDUM FROM THE PLANNING DEPARTMENT OF THE CITY OF ANN ARBOR TO
INTERESTED CITIZENS, PROPERTY OWNERS, AND ORGANIZED NEIGHBORHOOD AND
BUSINESS ASSOCIATIONS--PLEASE READ.
	The following memorandum (dated May 21, 1996) from Andrea L.
Brown, City Planner, was sent to the Bromley Homeowners Association and to
Dolfins pool.  The text of the memorandum follows.

	The Ann Arbor City Planning Department is drafting revisions to
the Citys zoning Ordinance and wishes to make the general public aware of
the proposed changes and gather public input.  Specifically, Phase II of
the Special Exception Use Revisions project is being undertaken.  The
purpose of this project is to create specific standards for special
exception uses already listed in the Zoning Ordinance.  A special
exception use is a use that, while generally considered appropriate in a
given zoning district, may have qualities that could negatively affect
permitted uses in that zone.  As such, an additional level of scrutiny is
undertaken to ensure compatibility.  Phase I of the Special Exception Use
project was completed in 1993.

History of the Project
	In 1993, the City Planning Commission and City Council approved
Zoning Ordinance amendments relating to special exception uses, including
modifications to the general standards and the creation of specific
standards for group housing.  During the revision process, it was
determined that additional changes would be needed and that these changes
should be addressed as a second phase.  The most significant changes would
address the standards for existing special exception uses, which in many
instances were lacking altogether or were minimal.  In addition, the
organization of the ordinance was awkward, and the cumulative zoning
district references for special exception uses were not clear.

Scope of the Project
	In addition to modifications to the general organization of the
ordinance, and clarifying the cumulative district references, specific
standards are proposed for the following special exception uses:

 churches, synagogues and other places of worship

 private schools

 private nonprofit swimming pools and non-commercial recreation areas

 essential services

 private clubs or lodges

 rooming houses

 temporary outdoor display or sale of goods

 drive-in auto services stations

 drive-through restaurants

 automobile towing and storage facilities

Public comment procedures
	Copies of the draft ordinance are available in the City Planning
Department, located on the Sixth Floor of City Hall, 100 North Fifth
Avenue.  Copies may be picked up from 8:00 a.m. to 5:00 p.m. Monday
through Friday.  Comments should be provided to the City Planning
Department by no later than June 7, 1996.  Please contact Andrea Brown at

	The section of the memorandum dealing with swimming pools is
likely to be of particular interest to Bromley residents.  It offers an
opportunity for homeowners to have input into city code; this will
apparently be the first opportunity for pools of this sort to be covered
by city code, so we have a marvelous opportunity to help craft it.  As
mentioned in the memorandum, contact Andrea Brown--in writing is nice, as
is a phone call.  When you write or call, be sure to identify your
neighborhood as Bromley and specify Dolfins pool.  Sandy Arlinghaus,
761-1231, is one of the Planning Commissioners who is serving on the
Ordinance Revisions Committee of the Planning Commission; she should
generally have a copy of the most current draft of the document.
