BHA MEETING, SEPTEMBER 17, 1992--SELECTIONS PLUS RELATED MATERIAL.

State of Bromley

     The Bromley year, September 1991 to September 1992 has seen a large 
number of
constructive projects begun and/or completed in conjunction with the 
City.  In some cases, BHA
instigated the project; in others BHA simply worked with City projects, 
such as the road
resurfacing.  Many, both within and without Bromley, have commented on 
the improved
appearance of the neighborhood.
A thank-you note was sent to City Hall commenting on this.

SUMMARY OF ACTIVITIES, SEPTEMBER 1991 TO SEPTEMBER 1992.

     a.  Last two picnic tables, from the City, anchored in concrete are 
installed in Bromley Park
(October).  Thank you note sent.  Nixon Road families clean out 
cut-through.  Morris Taber
donates gift in recognition of improved appearance of neighborhood.
     b.  Dolfins Pool Bromley Days--BHA contributed a roast turkey, wine, 
and utensils (October)--

department of City
inviting a composting discussion to BHA--done, in Spring meeting.
     i.  Invitation issued to Mayor Brater to visit a BHA meeting 
(December)--she did so at the
Spring meeting--and followed up on many issues on a "wish-list" and 
questionnaire she
suggested.
     j.  Buses on Prairie--worked with Ann Arbor Public Schools and 
Transportation Department of
the City--buses have been rerouted.  Thank you note sent.  None use 
Prairie as a cut-through to
Clague, and only buses entering Bromley are going to Thurston or to a 
special situation.  All
enter on Aurora.  Still in the works--school buses on Huron 
Parkway--possible eventual rerouting.
     k.  General work on congestion and street quality--continuing set of 
letters sent to City.
Streets improved--fully renovated.  Thank yous issued in various places.  
Work on congestion
issue continues.
     l.  Work with City to widen Prairie and Plymouth intersection--done.
     m.  Support for Garage Sales Day--proposed, run, and organized by 
Mary Ann Gasiorek.
Clean-up day, and Dolfins Pool Plant and Bake Sale.
     n.  Books donated to Thurston library in recognition of improved 
appearance of the
neighborhood--gift of Morris Taber.
     o.  Ran "State of the City Address" given by the Mayor, but not 
published in the Ann Arbor
News.
     p.  Bromley Homeowners Association Questionnaire, contrived, 
distributed, results tallied and
forwarded to City.
     q.  Sidewalk issue--ongoing--BHA extension from City until July, 1993.
     r.  Snake sighting in Thurston Nature center--follow up with 
observer and subsequent issue of
special.
     s.  Traffic light at Huron Parkway and Nixon denied--survey done 
during Kroger strike--letter
of outrage sent to City in response to a memo intercepted by Nancy Gibson 
and sent by her to
Sandy.  An ongoing problem that needs to be dealt with in a constructive 
manner.  Conduits to
be placed in newly resurfaced Huron Parkway--a small encouragement, but 
really need to get the
intersection evaluated when Kroger's is not on strike.  The conditions 
for getting a light are fairly
stringent; it may be that we would not qualify anyway, but it would be 
good to know that denial
was based on fair estimation.
     t.  Poison sumac in Bromley Park (thanks to Jackie Rice) reported to 
City--it was reported
cleared out.
     u.  Party in Bromley Park, organized by Jo-Ann Socha, on behalf of 
National Neighborhood
Night Out.
     v.  Report from Kirk Dodge to BHA of possible Lexus dealership; 
Marguerite Harms
volunteered to help BHA and found Bromley residents to participate in a 
meeting concerning this
issue.  This is an ongoing issue--Planning Department of City reported, 
as of September 17, that
basically there is no activity--Lexus did not follow up yet.
     w.  Bromley Directory--advertising in the directory from local 
merchants to support Bromley
projects--an ongoing venture.
     x.  Thank you note sent to Police Department for their various 
activities within the
neighborhood.
     y.  Continuing work with City to enhance appearance of Bromley 
facade--many thanks to

Thanks to all who have been helpful in supplying ideas, time, effort and

     In the coming year, we look forward to using the funds we raised to 
contribute to
neighborhood projects involving, possibly, Dolfins Pool, a neighborhood 
sign, or others.  We also
look forward to working constructively with the City in the design phases 
of an improved Huron
Parkway facade (see letter from Wheeler, below).  Sandy and Marie Kilbane 
will represent BHA
in this task.  We also look forward to continuing the Newsletter and 
responding to neighborhood
concerns before they become major problems.  The management of records 
involving sidewalk
renovation will be a considerable job; fortunately, many kind volunteers 
will make this job all the
easier.  Directory updates, in a directory distributed free to all 
households (in the interest of
security), offer yet another challenge in data management--please let 
Sandy know of incorrect
entries.  Alternate sources of funding, including grant possibilites, 
will be investigated as a
means to raise more for worthwhile neighborhood projects.

SIDEWALKS--BRAD LUCHINSKI AND ADAM FROM THE SIDEWALK OFFICE CAME.

     All applauded these two very helpful individuals from the Sidewalk 
Office of City Hall.  Rather
than summarize what they had to say here, read related matter about 
sidewalks--the content will
reflect their comments.  BHA would encourage Bromley residents with 
questions to call Brad at
994-2818; both of these people are very personable and knowledgeable.  Be 
sure to call them if
you have already had your sidewalk fixed so they can come out and see 
that the contractor
actually did the job you paid for!

BHA will compare lists with the City; packets are out to block captains, 
who will be surveying
their service area--each has been assigned a region containing about 12 
homes participating in
the Homeowners Extension.  This may change, though, for the City is still 
responding to
complaints which will result in a second wave of letters to homeowners, 
all with the extension to
July 1.  BHA will try to keep on top of this, but it will help if you 
call if you wish the extension but
are not listed above, or if you have added your address with the City for 
the extension but your
address is not listed above.  Households required to fix sidewalks that 
do not participate in the
extension, either need to fix it right away or assume that the City might 
come in and do it.

All homes need to have any completed sidewalk work inspected by the 
City--this is critical.
Already BHA has a report of a case in which questionable work was 
performed by a contractor.
The City has photos of your sidewalk before it was fixed, so there should 
be no issue of an
argument between homeowner and contractor as to what was or was not 
present in the sidewalk
prior to the work by the contractor.  Work with the City--they are with 
us on this to see that the
workmanship is good!  Call Brad at: 994-2812 with questions.  He is very 
personable and is quite
willing to visit properties for individual consultation (including issues 
as to whether or not lifting is
feasible for your squares marked with an 0).

WELCOME YOUR BLOCK CAPTAIN WHEN HE OR SHE COMES TO YOUR DOOR!

1.  Partitioning of Bromley into blocks and assignment of block captains.

 Sidewalk patching groups--a possibility.  According to Brad, the 
patching job at 2844 Briarcliff is
a "perfect" model.  Many people are doing the patching themselves.  
Others do not wish to do it.
We need to find an enterprising individual, or group of individuals, who 
would be willing to do
patching-for-pay.  Apparently, cement contractors are often not willing 
to do such small jobs.
Interested--call Sandy.

Sidewalk do-it-yourself group.  BHA will call the very few households 
that indicated an interest in
this option.  If you are interested, call Sandy.

2.  Sidewalk questionnaire results.
We simply report the results of the comments of homeowners in Bromley.  
We do not endorse
any firm, implicitly or explicitly, and we ask that the reader bear in 
mind that the people making
comments are not known to us to have any professional competence required 
to make the
evaluations.  There may be circumstances beyond the control of the 
contractor in situations
where the homeowner was not totally satisfied.  As always, Caveat 
Emptor!--let the buyer
beware!
 We report who has used which firm:
Sewer replacement:
     Silas Wood (Saline) 2 cases; DeWolfe 1 case; R and R  Sewer and 
Drain 1 case.
      Floyd, 2 cases,  Hutzel, 1 case.
Sewer cleaning
        Williams (Roto-rooter) 9 cases; Olde Towne Plumbing 1 case

The City maintains a list of contractors with whom they have had 
experience.  We have sent
letters to those companies requesting bids.

Other concerns:  some people may wish to replace adjacent cement 
(driveways, front walks,
etc.) when they do their sidewalks.  We have requested bids in the 
letters sent to contractors to
include rates for adjacent work, as well as for the larger projects.  One 
individual wondered about
a new fencing group.  Perhaps that person should get in touch with 
Dolfins Pool.  If others have
this concern, too--concerning fencing, call Sandy.

3.  On the issue of Orangeburg tile--call Brad if you are concerned about 
this issue (994-2818)--
prior to sidewalk replacement.

4.  Proceed as in Burns Park study--using their forms and contracts.

OLD BUSINESS
     a.  Lexus Dealership--have site plans for possible venture on 
Monaghan's property--currently
zoned R-5; proposed PUD zoning.  Group of Bromley residents responded to 
request from BHA
to attend a meeting in late June concerning this possibility.  No 
representative from Lexus
attended this meeting.  As of September 17, no proposal has been filed by 
Lexus with the City--
there has been no action, according to a person on the phone in the 
Planning Department.  BHA
wrote a letter, published in Newsletter.
     b.  Request for signage variance on Plymouth Road--request heard and 
granted.  BHA wrote
a letter expressing concern over safety.
     c.  Traffic light denied at Huron Parkway and Nixon; stop signs 
denied at Nixon and Bluett.
Letter of protest sent to City.  All published in Newsletter.
     d.  CompuAdd superstore to open at Traver Village.
     e.  Letter from Wheeler, re Bromley facade:  Sept. 11
     "Thank you for your letter of August 6, 1992 regarding Huron Parkway 
between Plymouth Rd.
and Nixon Rd.
     We plan to submit the reconstruction of this section of Plymouth 
Road for consideration with
next year's street program.  We will look seriously at narrowing the 
five-lane section to four-lanes
in the area with no curb cuts.  We will retain the turn lane at Plymouth 
Road, at the rear of the
shopping center, and at Nixon Road.  We have done no design work yet so 
it is not possible to
define the extent of the narrowing any more than I just have.
     All of your ideas merit consideration and we will ask you to work 
with us as we enter the
design process.  There will be financial limits, of course, in that the 
project should not cost more
than if the street were being reconstructed without any modifications.  
There should be ample
excess material to construct a berm as you suggest.  I don't think you 
should expect a massive
ber, though, as the narrowing of the street is not particularly great and 
the sides of the berm
cannot be too steep.  Trees may be a possibility, again within budget 
limits.  I agree with your
assertion that air quality and noise will be improved for the Bromley 
neighborhood, but as with
the berm, I don't think you should expect too much.  The traffic is not 
moving much further away.
     I have never heard of a back yard flooding problem there and am 
surprised, since Huron
Parkway is curbed.  Also, the sidewalk normally slopes towards the curb, 
so not much water from
the public right-of-way would get into the back yards.  Even if it did it 
would be limited to
drainage from the area behind the curb.  It may be that some of the back 
yards are lower than
the front yards, and water that would ordinarily drain to the front 
towards Briarcliff drains to the
rear yards and is trapped there.
     A project such as this would not install a new traffic signal at 
Nixon Rd.  Before one is
installed we would have to do a warrant study to see if the signal is 
necessary.  So far, as you
know, it has not been.  As part of the project we will put in the 
necessary underground conduits
so that if a signal becomes necessary the street wouldn't have to be dug 
up to install the wiring.
Once we determine that a signal is necessary we have to make it a part of 
a subsequent budget
request to be approved by the Council.
     It would be helpful if you (or someone else from the Association) 
could be designated to be
the Association representative to provide input during the design 
process.  This was useful
during the recent imporvements to Prairie at Plymouth Road.  If I don't 
hear from you sooner, I
will contact you in the winter as the design begins."

Sandy and Marie will work with Wheeler, as requested.

DOLFINS THANKS ANONYMOUS BROMLEY RESIDENT FOR SURPRISE GIFT!!

     How delighted Leonette Siegel was when she related the story of the 
pool's new barbecue.
One day, just recently, a full-sized Weber (type) barbecue appeared 
mysteriously at the pool.
Dolfins wishes to thank this generous person!  What nice parties pool 
members will be able to
have next summer--grill steaks and corn on the cob for a party of 10; 
roast a small turkey; use
your imagination and stimulate it with a refreshing swim in the pool!
     As winter approaches, if you have yard items that are still good, 
but perhaps not what you
want anymore, consider donating them to the pool.  Call Leonette Siegel 
or another pool board
member, or, surprise them once again!

BROMLEY HOMEOWNERS ASSOCIATION ELECTIONS

     Elections were held to choose Board members for a two-year term 
beginning in September
1992.  Incumbents Cindy Baker, Elfriede Hofacker, and Mike McConnell were 
all re-elected for
their second (and last) successive two-year term.  Claudia and Larry 
Chaffee (one seat) chose
not to run again as business pressures were too great--all present 
thanked them immensely for
the service they were able to offer to BHA.  Vivian Shammas was elected 
as a new Board
member.  Continuing Board members are Sandy Arlinghaus and Jim Henderson 
(both in their
last year of a maximum of two successive two-year terms), and Marie 
Kilbane and Ken Reader
who have each completed their first year on the Board.  Welcome to all.  
Officers were elected
by the Board:

MISCELLANY

MichCon repairs--we hear that a number of individuals on Briarcliff, and 
perhaps elsewhere,
have had MichCon dig holes in their cement for various reasons.  They 
filled the holes with
temporary asphalt patches; apparently there is a list to get a permanent 
job done.  If you are
interested, call MichCon and ask about this.

Letters written by BHA to Ann Arbor Observer concerning omission of our 
neighborhood in the
City Guide and related matters; to Bromley Building concerning Dolfins 
fence; to Mayor
expressing appreciation for many City projects completed in Bromley and 
requesting re-
evaluation of Nixon/Huron Parkway intersection; to a number of City 
offices concerning Huron
Parkway facade, road and sidewalk issues, landscaping improvement in 
cut-throughs and in City
property adjacent to Bromley; to cement contractors requesting 
group-discount bids; to
neighborhood block captains.

Thank you note from the Pool Board--a nice note was received from the 
Pool Board thanking
BHA for the funds to purchase a new exterior light for the north side of 
their building.




7.  New business
     a.  Need to improve membership in BHA--someone to organize committee 
to go door to door.

on City strip--Sandy would

look for innovative activities designed to keep the Cubs coffers from 
going "bear"!
