SUMMARY
The first pass at micro level analysis did not yield patterns as similar to the macro level analysis as I suspected. However, analysis by quartile gives a great deal of explanatory power to the macro level trends. Larger, regional forces seem to be at work. Individual urban and suburban areas are drawing people to the Western states and resident young persons make the demands for services much greater. The complaints of Western politicians, however, do not seem as justified given the measures outlined at the micro level as they do at the macro level. Let's turn to the final FPS for the counties.
