As expected, the majority of
Western states rank high in State Criterion 1. States in the
southwest, especially, have experienced a dramatic
population increase. Nevada's population has increased over
two and a half times. Arizona has almost tripled in
population size. Utah has almost doubled. All this change
has occured in under 30 years. Unfortunately, these states
face some of the greatest physical constraints to growth,
given their rugged terrain, sparse water supply, and
availability of nonfederal land on which to
build.
