Scenario: Through the framework of Security Council Resolution 425, Israel reached an agreement with the Shia element in Lebanon, and unilaterally withdrew from the security zone that it had occupied since 1978. In light of this agreement, and contingent on the prospect of negotiations with Israel over the Golan Heights, Syria elected to pull-out militarly from Lebanese territory. Subsequently, the Lebanese Government, working within the tenets of the Taif agreement, abandoned confessional politics and established a stable state structure. Soon after, a mutually recognized border between Israel and Lebanon was created, and a formal peace treaty was signed.
