
In the year 2000, the Israeli government and the Palestinian Authority reached a historical accord which led to the creation of the state of Palestine and settled issues that have prevented peace between the two peoples for over fifty years. The negotiations which led to this settlement were set into motion by the drought which struck the Levant region during the winter of 1998-1999. This paper explores the negotiation process and the final settlement of the issues under the Great Drought Treaty.
