

Puzzle: It is puzzling that the United States and North Korea continue to posture themselves and paint the other as the aggressor. It is also puzzling that North Korea relies heavily on international food aid to feed its population while continuing to expend resources to maintain an army of about 1 million.
Question: Why North Korea and the US continue to frame each other and the situation aggressively? What do the countries have to gain by doing this? Does the position (in domain of gain/loss) that they are in, affect the perceived threat?
