CURRENT POLICIES & PROCEDURES

Framework


The existing procedures and de facto policies have emerged in the last several years. Initially, central control was the prevailing framework due to the significant attendant costs (e.g., hardware, Systems support) of delivering electronic resources. Over time, some elements of those costs have been reduced, routinized, or eliminated. The following procedures are meant to codify what appears to be the current mode of operating; these procedures will be effective until the Electronic Resources Task Force's report is reviewed and acted upon.

Selection


The procedures for acquiring electronic resources are currently somewhat platform-dependent (see Section 3.0 for description of delivery options). While subject selectors often initiate the request, additional review steps are often necessary due to constraints of hardware and staffing resources.

CD-ROM'S

Selectors may, within the limits of their budget resources, purchase standalone CD-ROM's if sufficient workstation and CD hardware capacity is available in the unit. Questions about license issues (if a license is involved) should be directed to the AD for DLI. Straightforward licenses will be acted upon in Serials Acquisitions (Judy Wilhelme).

Networked CD-ROM's require a determination of capacity (Systems Office) and priority (Public Services Council) for acquisition if the resource is to be managed using the Library's technology infrastructure. Licenses should be reviewed by the AD for DLI. When central funding is required or a mix of unit and central funding, typically CMDC reviews the request for assessment of funding priority and issues surrounding reallocation of funds/cancellations of print.

MIRLYN: MDAS & Infoshare Files

Recommendations for MDAS and INFOSHARE files require a determination of capacity (Systems Office) and priority (Public Services Council). Licenses should be reviewed by the AD for DLI. When Central funding is required or a mix of unit and central funding, CMDC reviews the request for assessment of funding priority and issues surrounding reallocation of funds/cancellation of print.

Non-MIRLYN/
Non-Bibliographic Local Resources

 

Electronic resources to be mounted locally require a determination of systems capacity as well as application and collection management support. In general, non-bibliographic resources are handled by the Digital Library Production Service.

Licenses should be reviewed by the AD for DLI. When central funding is required for the license or a mix of central and unit funding, typically CMDC reviews the request for assessment of funding priority and issues surrounding reallocation of funds/cancellations of print.

Remote Bibliographic Resources

Remote resources requiring links to MIRLYN or other Z39.50 files are generally handled by the Library Systems Office.

Remote Licensed Web Resources

 

Typically licenses to resources on the World Wide Web do not require programming support and can be initiated by selectors if no central funding is required. [See section on Discovery and Retrieval for information about links to the Library Gateway.] Given campus issues surrounding authentication, however, licenses should be reviewed by the AD for DLI (See Appendix 4 on authentication).

CMDC would find it useful to learn of any decisions related to changes in print subscriptions which result from these licenses to better inform the group of issues related to the transitions in formats.
