You can get an overview of Starcon by reading the accompanying doc file. Familiarity with Starcon universe is helpful but not required.
Star Control add-on is offered as freeware here. But be advised: VGAP was not created to have other games played in it! A good amount of work is required from the host to configure and launch the game, though starmap, the add-on, add-on config program and all ship/race pictures are included. In addition, some players have noticed the game is not very well balanced. However, I believe that enjoyment from this game outweights its difficulties.
