How Do You Get to be a Webmaster?

My experience went something like this:

Our new chairman believes in the future of a web-based recruitment system Realizing that this represents a significant effort, he approaches our college to request the necessary personnel. Lo and behold, in their forward-thinking, the college has in fact already provided the necessary resources in the departmental staff. Imagine, if you will, my anticipation as I looked around the department for this programming genius that the college had concealed among us. . . Um, why are you all looking at me like that?
