Elden has no powers, but many of the villains that he battles against do, and in many cases he finds himself out-numbered, out-gunned, and out-classed. Even with the odds hopelessly against him, Marshall still finds a way to win.
To complicate things, Elden is part of a State-founded project to boost support in the ghost-town city of Flint. as part of the program, Marshall was hired by the Flint Police Department as a "Professional Hero", and made into a statewide celebrity. Elden is basically nothing more than a supra-cop, but the people of Michigan know him as if he were a famous movie or sports star. The people think that Elden is a hero, but Elden isn't too sure. . . .
