Here's a brief timeline for the West Towne Condominium Proposal
(Leo Gonzales and Michael Concannon, petitioners).

1995 - West Area Plan recommends light industrial for the parcel


2002 - sometime during the summer:� Person working at Busters told my previous
neighbor, Dave Cruse, that his brother had purchased the property across
the street and was going to build condos there.
I checked with Planning and Scio Twp.� No proposal had been received, and
property had not been transferred.

2002 - August - someone put pink ties on the trees.

2002 - December - petitioner files request for annexation, zoning and
area plan for project called Liberty Maple Condominiums, 108 units in 11
buildings.

2003 - January 21 - staff review meeting held at Planning Dept., City
Hall.� Staff had a number of problems with the area plan.

2003 - May 27 - Scio Twp Board approves annexation of parcel.� I emailed
Donna Johnson (Planning staff in charge of proposal).� She knows nothing about
this.

2003 - June - New plan submitted.� 11 buildings 99 units.� Named changed
to West Towne Condominiums.� Plan still has problems.

2003 - July 8 - Donna Johnson meets with Leo Gonzales and Mike Concannon.
No new plans submitted.

2003 - November 6 - "South Main Market sold" article appears in A2 News.
Last paragraph, Concannon "now focusing on new projects, including a
170-home subdivision in York Township and 94 condominiums at West Liberty
and South Maple roads in Ann Arbor."

2003 - November 7 - I called Donna Johnson.� Gonzales and Concannon have
submitted new plans. 10 buildings, 94 units.� Petitioner needs preliminary
approval from Washtenaw County Drain Commissioner and wetlands permit
before it can go on an agenda.

2004 - April - Mr. Gonzales submits new plan.� 9 buildings, 88 units.
Problems now with sewer capacity (only supports 30 units), and storm
water drainage.�

2004 - June - Re email w/ Donna Johnson and conversation with Craig
Hupy at the W. Stadium Reconstruction Open House, West Towne Condo
project has major problems.

2004 - June 24 - Mr. Gonzales calls me to set up a meeting on Tuesday,
June 29, with interested parties to show us his new plan.�
Attending the meeting were Tom Bletcher (Allen Creek Watershed Group), Kirsten
Knecht and Diane Knecht, Giorgio Bertellini, Terry and Bob Caldwell, Mary
Helen Gilbert, and myself.
Aside from sewer and wetland issues, the main concern of the neighbors was the
two buildings close to Liberty.

2004 - December 21 - West Towne is on the Planning Commission Agenda.�
Discussion centered around the rezoning to R4B and the lack of sewer
capacity.

2005- January 26, 2005, Article in the Ann Arbor News about Michael Concannon and the fact
that "He's also buying out other partners' interest in some existing projects, such as West Towne
Condominiums planned for West Liberty and Maple streets in Ann Arbor."

2005 - March , Jeffrey Kahan, Planner II�� jkahan@ci.ann-arbor.mi.us
takes over Donna Johnson's responsibilities re West Towne since Ms. Johnson has been assigned to assist the Historical District Commission.

2005 - April 5, West Towne is on the Planning Commission agenda--first item.

2005 - West Towne zoning and siteplan denied.� Wetland disturbance permit approved.

2005 - July 18, City Council approves West TowneR4B zoning and site plan, with only one no vote.

2005 – September 6, www.TheConcannonCompany.com is up and running.� Here’s what it says about West Towne:� “The WEST TOWNE Condominiums project has been approved by the Ann Arbor City Council. �Final design and construction drawings are being developed by the Company's Architect Hobbs + Black and the Company plans to submit for permits sometime in September 2005. �Unit marketing and pre-sales are currently underway.”

2006 - March 21, 2006. CONSTRUCTION BEGINS! The began to clear the brush from the S. Maple side today.
