Forget the $300.00 production model:
Obtain an old automobile windshield washer pump or buy a new one at an auto parts store for $16.00 as I did. Add a battery ($15.00-$30.00) and a timer, I used a $40.00 timer from Bass Pro Shops (Cabellas also sells them), and you now have a super Jeffro Super Scent Scraper.

Bass Pro Shops and Cabellas is now selling an inexpensive ($40.00) 12 volt timer that adapts quite nicely to this project. Gather a plastic container such as this potato salad container. Mount the windshield washer in a vertical position with the intake just above the bottom of the plastic container. Use plastic tie wraps to secure it through a couple of holes poked through with a nail. While I used two tie wraps on this prototype, try using only one on the upper portion of the motor. This will allow you to use more deer urine. Feel free to plug the holes with caulk etc. Here is a shot of the final testing (with water), once you are satisfied that the project is ready to go, use electrical tape on all connections. Next, make a wood or foam box to house the project. Camo it up.
Find a location near your treestand for a mock scrape. Hang a hardwood branch and tie it off. Hide the "jeffro super scraper" behind the tree. Perhaps burying the box will help camo it or reduce scent. Run the discharge tubing up the tree and staple or tie it down so it points to the scrape area. Set your timer for every day, every other day etc. Set the duration to "one" or the lowest setting. It doesn't take very long to dispense scent with a windshield washer pump. Since this will use large amounts of scent, buy it in large quantities for less at Hoosie Trapper Supply. I always use their scent. Find them at Http://www.hoosiertrappersupply.com
As a final note, if you can add a spray nozzle from a discarded bug sprayer, it will allow you to adjust the "mist" or "spray" intensity. A fine mist is preferable over a straight stream.
