Cardboard works well as a sturdy template. Rough out the parts. 

Fold the two "hopper" pieces together, drill and rivet.

Drill two holes for the stiff "trigger wire". A large, stiff fish hook works.  The wire frame of a top water "buzz bait" used for bass fishing works great.   The wire should be stiff.  Drill the holes, insert, rivet and epoxy in place.
