New 'Fixed' CSS Layout

More tweaks to my CSS code, and I finally re-posted my profile. I've been wanting to try out a background image effect, and I finally got the chance with my personal profile. I've restricted the effect to work only in browsers that can support "fixed" style CSS layouts.
