The Code of Federal Regulations--specifically 29 CFR 1910.120(e)(8) administered by the Occupational Safety and Health Administration (OSHA)--requires all who work with hazardous waste to complete a 40 hour course in Hazardous Waste Operations and Emergency Response (HAZWOPER) and to have an annual 8 hour refresher course.
