It solidifies the criminal pre-emptive strike policy, stating clearly that if the world doesn't act the way we think it should, we're going to kill some people to change that.

Seems like a reasonable definition, and I'm glad to see it defined in writing so we can use it against Bush, since it seems to apply to much of what the rest of the document says the US is going to do.
