The Bush speech at the UN was only multilateralist in an Orwellian sense. What he and the Right have been saying is, if the UN is to be relevant, it must do what we say. This is like asking someone politely for sex before raping her (or him). You can't honestly profess support for international law while also reserving the right to ignore it at will.
