The National Library of New Zealand web page also has a section that covers interloans for non-New Zealand libraries.  They make this offer: "if you are unable to locate an item or have a citation that is hard to identify, you can still submit an international inter-library loan request to us, as we can check other sources held at the National Library and other holding libraries."
