Scan converter hardware is placed in the line between the graphics card and the monitor, passing the RGB signal through while its internal circuit board creates an NTSC or PAL video tap with external jacks for composite video or S-Video. It does not interact with the computer software or operating system, and, allows the video signal to be sent to a VCR (either VHS or S-VHS) to directly record what the monitor "sees". This makes for an easy and high quality videotape of a Premiere rendered or exported movie, when it is played on the computer at full screen.
